An m-governance app to inculcate better Traffic discipline

CHALLENGES

The Maharashtra traffic police planned to adopt technology to enhance road safety by streamlining the offense registration and tracking process.

Every day, city traffic police diligently work to enforce rules and regulations. However, their efforts often culminate in confrontations with violators and a cumbersome offence registration process. The primary aim of this project was to enhance public confidence in the fair documentation of traffic violations through the adoption of advanced mobile technology and information & communication systems.

 

Problem statements

  1. Authenticity of vehicle & license owner’s documents (within state & outside).

  2. Past offence history of the offender.

  3. Past offences registered on vehicle.

  4. If offender is wanted criminal or not.

  5. If vehicle caught is registered as stolen, VIP vehicle or not.

  6. If regular offender, should suspend license or not.

SOLUTIONS

Following are some of the key highlights of the proposed m-Governance solution:

  1. Simple & highly usable mobile-based application, involving 0% training.

  2. Online offence registration process through internet-enabled mobiles.

  3. Every registered offence is mapped through GPS location.

  4. Handy receipt printing facility through secured & portable printer.

  5. Real-time identification of the vehicle & license details from RTO database.

  6. Easily identify regular offenders by looking at there past offences.

  7. Enhanced support for identifying stolen vehicles, VIP vehicles & vehicles used for criminal activities.

  8. Real-time identification of criminal license holders.

  9. Issuing reports to RTO for suspension of driving license of some repetitive offenders.

  10. Online reconciliation of fine collection process.

Following are some of the key benefits of proposed m-Governance solution:

  1. Better enforcement of law.

  2. Delivery of trust and gaining citizen confidence in Traffic Police.

  3. Better enforcement of fine with multiple offences in sequence.

  4. Better coordination between Regional Transport Office (RTO) & Traffic Police.

  5. Tremendous saving on time in back-end record keeping and reconciliation of the accounts and audit.

  6. Better management of time for the traffic police department and giving more time to regulating the traffic.

  7. Staff from traffic police can readily access the information they need to do their job anywhere any time.

  8. Police and other government department can gain easy access to information they need.

  9. The majority of information is held and communicated electronically with regional and district centers.

  10. The cost of handling information is significantly cheaper than today.

Awards

Prior to State implementation, Trafficop was implemented in Mumbai, Pune and Nasik for about 2 years.

‘TraffiCop’ since its implementation has accomplished the following credentials:

  • Awarded the National ISBA award 2010 by Ministry of Science and technology, Gov. of India

  • Selected as one of the best m-governance practices in India by central Gov. http://indiagovernance.gov.in/

  • Certified for security compliance (“Cert-In”)

  • Integrated with Vahan and Sarathi system of Government of India.
